All foreigners can buy unsold luxury homes

Zuraida Kamaruddin has reiterated that the Malaysia My Second Home (MM2H) programme for unsold luxury homes encompasses all foreign buyers and is not confined to purchasers from China.

She said the campaign is to solve the glut of unsold luxury homes.

“I have to set the record straight because the people’s assumption that the MM2H is only for buyers from China is not true.

“We are offering to all international buyers who are participating in the programme,” she told a press conference after launching the Malaysian Smart City Framework here Monday (Sept 23).

Zuraida said the secretaries-general of her ministry, the Home Ministry and the Tourism, Arts and Culture Ministry will discuss the implementation of the campaign.

“We will be meeting to discuss our way forward, whether we can use that platform to assist us in clearing the unsold high-end houses.

“So, this is still in the beginning stage of the discussion and we will see their recommendations,” she said.

Zuraida had said on Sept 16 that the home ownership campaign is an effort to restore the country’s economy.

She had said that by selling unsold luxury homes, the government can stimulate the economy and open up opportunities for developers to build more affordable homes.

Penang property market has no significant improvement in early 2019

According to data from National Property Information Centre (NAPIC), Malaysia property market transactions for 1H2019 have rebounded for the first time since the market dipped in 1H 2015, indicating a resilient market outlook.

Based on the latest data from NAPIC, property transaction in 1H 2019 has surged 6.9% year-on-year to 160,172 transactions as compared to 149,862 in 1H 2018. The report stated that the Malaysian property market is expected to remain resilient in the coming haIf-year, underpinned by the strong GDP growth in the second quarter at 4.9% and several government-driven initiatives to further support the market activities in the housing sector.

Affordable housing and finding the right solutions to the property overhang continue to be the main agenda of the government.

The National Housing Policy 2.0 (2018 2025) and the incentives introduced in HOC 2019, which has been extended to Dec 31, 2019 are expected to help improve homeownership among Malaysians and the residential overhang situation in the coming half-year.

In Penang, transaction data from NAPIC did not indicate any significant improvement since 2015. However, the average transacted price has shown a gradual increase in both Island and Mainland.

With the introduction of HOC 2019, it is expected for a surge in property transactions to take place in 2H 2019.

 

Penang is now home to world’s longest water slide

The world’s longest inner tube water slide in a theme park in Teluk Bahang is expected to open to the public by the second half of next month.

Penang Escape theme park founder and chief executive officer Sim Choo Kheng said on Wednesday (Sept 25) that the 1,111m-long water slide will be opened upon completion of Phase 3 of the theme park’s development.

Sim said the third phase, which focuses on gravity-play rides, would include the water slide, ski lift, hill rider and tubby racer.

“The total investment for this development phase is RM12mil, and the water slide alone is RM5mil, ” he told reporter.

Earlier, Sim received the Guinness World Records (GWR) certificate from GWR adjudicator Pete Fairbairn in recognition of the water slide being the world’s longest.

It is three times longer than the previous record holder in Germany (356m).

GWR verified the record for the water slide on Sept 6.

Sim said the record-breaking attempt was “completely unintentional” and the development was solely focused on creating longer and more enjoyable theme park rides.

“The main focus when coming up with the concept was to preserve the natural environment and have the visitors enjoy and love nature while having fun, ” he said.

He added that the physical installation of the water slide took eight months using only basic equipment, such as chain hoists and scaffolding, to keep damage of the forest to a bare minimum.

The water slide, with the highest point at 70m above ground, is composed of 488 sections and 326 side guards, and was joined together with 10,248 sets of nuts and bolts, as well as a 1.2km steel poles weighing at 66 tonnes.

Developers: Foreign buyers won’t affect local property market

The Real Estate and Housing Developers’ Association Malaysia (Rehda) says foreign buyers are attracted to a different category of properties, and that their presence will not have an impact on the property market targeted by locals.

Rehda also welcomed Putrajaya’s plan to promote its Home Ownership Campaign (HOC) to foreigners, adding that it was nothing unusual.

“They have a product which is above a million (ringgit) that they want to dispose of, which our local people cannot afford to buy.

“Rest assured it will not contradict our aim of selling affordable housing only to Malaysians,” Rehda president Soam Heng Choon said after a briefing on the property industry outlook today.

Soam said the now-defunct Malaysia Property Incorporated had previously promoted high-end properties to foreign buyers.

He said properties which have been left unsold for a long time can be offered to foreigners.

“Governments in other countries also look at selling high-end properties to foreigners,” he said.

Housing and Local Government Minister Zuraida Kamaruddin was recently criticised over her announcement of a HOC targeting foreign buyers.

Zuraida later clarified that only houses above RM1 million would be part of such a campaign.

Meanwhile, Soam revealed that 19,784 units worth RM14.65 billion have been sold by Rehda members under the HOC.

He also rejected a claim by the House Buyers Association that the glut in high-end properties was due to developers not building what ordinary buyers want.

“Which businessman would come up with a product that no consumers want?” Soam asked.

Deadline to appeal assessment rate review will not be extended

housing-tax-jagdeepThe Penang government will not extend the deadline for ratepayers to submit their appeals or objections against reviews of their property assessment rates, said state exco Jagdeep Singh Deo.

The local government, housing and town and country planning committee chairman said ratepayers must submit their objections and appeals by October 14.

“The notice of the review was sent out some time ago so they had enough time to submit their appeals, it was a simple process,” he said.

He said the notice came with a section for ratepayers to fill in their objections that they could then submit to their respective city councils.

“After they submit their appeals, the city councils will process it and then call them in for hearing on their appeals so they will need to present their grounds for their appeal then,” he said.

Both the Penang Island City Council (MBPP) and Seberang Perai City Council (MBSP) notified ratepayers in the state of a review of property assessment rates for 2020 about two weeks ago.

In the review, the annual value of properties have been updated so the assessment rates were reduced to mitigate the impact of higher annual value.

Jagdeep, in announcing the review, said both councils have not reviewed the rate and annual value of properties for 15 years.

The review caused an uproar as ratepayers claimed the amount they had to pay had increased between 60 to 98 per cent.

In a bid to explain the calculations behind the review of the annual value for properties, MBPP will set up information booths at nine locations for the next three weekends.

There will be booths at Gurney Paragon, Queensbay Mall, Tesco Jelutong and Balik Pulau Market on September 28, October 5 and October 12 from 11am to 9pm.

There will be booths at Gurney Plaza, Tesco Tanjung Tokong, Sunshine Square Bayan Baru, Sunshine Farlim and Balik Pulau Market on September 29, October 6 and October 13 from 11am to 9pm. The booth at the Balik Pulau Market will be open from 7.30am to 1pm.

Jagdeep said MBSP will also set up information booths on the mainland to assist ratepayers in Seberang Perai.

The Light City project to start work in early 2020

Property developer IJM Land Bhd plans to start its “Light City Penang”, integrated city development project with a gross development value (GDV) of RM4.5 billion at The Light Waterfront here, by the first quarter of next year (1Q2020).

General Manager Tan Hun Beng said the first phase of the development included an integrated commercial centre and shopping mall, a 500-room four-star hotel with an office tower, a residential area named “Mezzo” comprising 456 units of condominium and a Light-Rail Transit (LRT) station under the Bayan Lepas LRT line.

Tan said the first phase is expected to be completed by 2023.

“Phase two involves a continuation of the shopping mall for another 325.16 sq m (3,500 sq ft), another hotel and office tower, and an additional residential area called “Essence” with over 300 housing units,” he told Bernama after a media appreciation night here.

He said while the whole project had a GDV of RM4.5 billion, the first two phases were valued at RM3 billion and RM1.5 billion respectively.

Meanwhile, Tan said the development was initially a one-off project, but split into two phases subsequently, due to the current economic scenario.

“For instance, the LRT station project was actually approved by the state government quite some time ago.

“But, now that the whole development has been separated into two different phases, we have to resubmit our proposal with some minor amendments and expected approval by year-end,’ he added.

Budget 2020: Hopes for affordable housing allocation for Penang

the-rise-affordable-viewPenang Housing, Local Government, Town and Country Planning Committee chairman Jagdeep Singh Deo hopes a certain percentage from the upcoming Budget 2020 will be allocated for public amenities, particularly affordable housing.

He said that one of the state government’s main targets was to achieve 180,000 units of affordable housing in Penang, but none of the 102,335 existing units and ongoing projects were built by the Federal government.

He also expressed his disappointment that the Federal Government proposed to scrap the affordable housing development projects such as the 1Malaysia People’s Housing Programme (PR1MA), the National Housing Company (SPNB) and the 1Malaysia Civil Servant Housing Scheme (PPA1M), as it was deemed not cost-effective.

“Unless the Federal Government can agree to either build more affordable houses in Penang or to set aside some percentage of our taxpayer’s money for affordable housing,” he said in his speech during a workshop on affordable housing here today.

He also hoped that the Housing and Local Government Minister Zuraida Kamaruddin would uphold the responsibility of delivering affordable housing to not only Penang, but to all states in Malaysia.

Meanwhile, Jagdeep also hoped that the high rate of loan rejection could be reduced, especially among buyers purchasing low cost (LC) and low-medium cost (LMC) units as their first home.

He said that commercial banks have categorised these first time home-buyers as “high risk” due to their low income.

“It is a catch-22 situation, because we have set the guidelines that people with low incomes are allowed to purchase LC or LMC units,” he said in a press conference, adding that seven out of 10 loans were rejected.

He added that an official letter from the state Chief Minister Chow Kon Yeow regarding the 2020 Budget wish list had been sent to Putrajaya.

The budget would be tabled by Finance Minister Lim Guan Eng on Oct 11.

TNB gets conceptual approval to build pylons on Penang Bridge

The Penang government has given conceptual approval to Tenaga Nasional Berhad (TNB) on its plan to build pylons next to Penang Bridge.

Chief Minister Chow Kon Yeow said the plan was to cater to the power supply demands of the state.

“We are currently discussing with TNB after giving the conceptual approval,” he said at a press conference in Komtar today.

Chow, however, said TNB would have to obtain the planning approval from the two local councils – Penang Island City Council and Seberang Perai City Council.

Chow was asked by a reporter for his response following a report in a Chinese daily which stated that pylons as high as 100 metres would be built on the bridge.

On the Budget 2020 wish list for state government, Chow said he hoped that the state’s request for basic infrastructure, airport expansion and flood mitigation project would be taken into account.

The budget is scheduled to be tabled by Finance Minister Lim Guan Eng in Parliament on Oct 11.

Penang affordable home onwers unhappy over defects

Some buyers of affordable homes along Jalan S.P. Chelliah here are most unhappy with the state of their new properties.

According to a report by The Star today, the owners of the new homes were confronted with “bust water pipes, unpainted bedroom doors, windows that cannot opened fully and water puddles in common areas”.

An owner named Chan told the daily that “water marks have formed on the wall and I can see water seepage”.

“The finishing near the windows leaves much to be desired.

“The common areas are another problem with water puddles and burst pipes,” Chan added.

Another owner known only as Lee said there “were leaking and burst pipes in her toilet”.

“My friend cheekily told me that it’s good feng shui to have a fountain in the toilet,” she said.

But one owner said he was satisfied with his unit.

“It’s now very difficult to get a 800 sq.ft. unit at RM200,000 in the city.

“I am very happy and have no problems,” he said.

The man also added that his friends, who also bought affordable housing units, shared that “some defects are normal”.

The homes are reported to be part of the state government’s affordable housing project managed by the Penang Development Corp (PDC).

Records show that PDC “awarded the tender to Zubicon Sdn Bhd to build 2,093 units of affordable housing known as Chelliah Park City”.

It comprises 770 low-medium cost units of 700 sq ft priced at RM72,500, 883 medium cost units of 800 sq ft priced at RM200,000, 165 units of 900 sq ft priced at RM300,000 and 275 units of 1,000 sq ft priced at RM400,000.

Zubicon managing director Lim Beng Keong told English language daily that “all unit owners would be serviced by its in-house team to rectify any defects”.

Meanwhile, State Housing Committee chairman Jagdeep Singh Deo said: “The contractor has to make good the defects. That’s the law.”

Developer ordered to rectify defects immediately

The developer, who was awarded the tender to develop the affordable housing project in SP Chelliah, has been ordered to rectify the defects as soon as possible.

State Local Government, Housing, Town and Planning Committee chairman Jagdeep Singh Deo said he took the matter seriously.

“It is a state project and the Penang Development Corporation (PDC) is the project manager.”

It was reported that PDC awarded the tender to Zubicon Sdn Bhd in 2013 to develop the project.

Jagdeep said the project consists of two blocks of low medium-cost apartments and a block of affordable housing apartment.

“The total number of units for the entire project is 2,093.

“Only the affordable housing block (1,048 units) obtained the Certificate of Completion and Compliance (CCC).

“The project has to get clearance from various departments before obtaining the CCC.

“This shows that it (the affordable housing block) is structurally safe.

“It had undergone stringent procedures before being awarded the CCC,” Jagdeep told a press conference at the Penang Wadda Gurdwara Sahib today.

He said the complaints from the buyers were basically on the finishing works.

“Like in any Sales and Purchase Agreement (SPA), there is a defect liability period for the developer to make good the defects.

“I have ordered the developer to repair the defects as soon as possible. I have also directed PDC to compile all the complaints lodged by the owners and also to monitor the progress.

“I urged the buyers to file their complaints officially to the developer so that it can address the problem.

“The developer must repair the defects within 30 days upon receiving the official complaint ,” he said.

Komtar assemblyman Teh Lai Heng said the state would not compromise the safety of the buyers.

“My service centre has received many complaints about the defects.

“I have also spoken to the developer pertaining to some major defects,” he said.

Buyer Tarlochan Kaur, 57, said she was heartbroken when she saw her affordable housing unit.

“We have been staying in a rented home, and this is the house that we bought.

“The doors to all the three bedrooms are damaged. The toilet bowl is so filthy that I feel the developer has to replace it.

“I have filed an official complaint two weeks ago,” the retiree said.

PDC deputy general manager Aziz Bakar said the corporation was in the process of compiling the complaints, and promised to monitor the situation closely.

Zubicon managing director Lim Beng Keong said the developer had received about 500 complaints from the buyers.

“We are a responsible developer. We urge the buyers to file the complaints to the management office and we will rectify the defects,” he said.
