Underpass to alleviate traffic congestion in Mount Erskine

An underpass would be the best option to alleviate traffic congestion in Mount Erskine, Penang, instead of a flyover.

Chief Minister Chow Kon Yeow said there was no other alternative but to build an underpass under the planned Pan Island Link 1 (PIL1) project.

Chow was responding to an oral question by Chris Lee (PH-Pulau Tikus), who asked what were the infrastructure projects coming up in Mount Erskine.

 He also asked if the people affected by the underpass would be fairly compensated and what was the traffic impact if the project was not implemented.

Chow replied that the affected residents would be compensated in accordance with the market value of their properties, with the valuation done by the Valuation and Property Services Department.

“Those who are not satisfied with the compensation given have the right to seek redress, ” he said at the state assembly sitting on Wednesday.

Chow also said according to the Traffic Impact Assessment Report (TIA), the number of vehicles along Pulau Tikus was expected to increase by 4.15% annually with daily traffic movement projected to increase by 8,500 in 2024.

“If this project is not implemented, if would have a direct impact on the economic development in the area due to continued gridlock at the junction of Jalan Gottlieb, Jalan Bagan Jermal, Jalan Burma and Mount Erskine, ” he added.

On the infrastructure projects, Chow said 10,000 residential units would be built at Jalan Mount Erskine, Jalan Fettes and Jalan Lembah Permai in 2024 when the underpass linking Jalan Mount Erskine and Jalan Burma is completed.

In September, several residents in the area had called for the RM30mil underpass to be scrapped claiming it would encroach into their land.

They also claimed that they were kept in the dark and were shocked when they received a letter for land acquisition from the Land Office in May.

The acquisition, they alleged would adversely affect their homes and the state government should have engaged them before gazetting the project in 2017.

The controversial 19.5km PIL1 is part of the Penang Transport Master Plan which is a RM9.6bil highway connecting Gurney Drive and Tun Dr Lim Chong Eu Expressway near the Bayan Lepas Free Trade Zone Phase lV.

Work on the project is set to commence in June next year.

Penang to issue stiff compounds to errant developers

Penang will follow the example of the Selangor state government in imposing stiff compounds on developers who flout Erosion and Sediment Control Plans (ESCP), in a bid to address the increasing incidence of non-compliance among developers in the state.

In this connection, a working paper on amendments to the Street, Drainage and Building (Compounding of Offences) By-Law 1980 under the Street, Drainage and Building Act 1974, will be discussed at the State Executive Council meeting this Friday, said state Public Works, Utilities and Flood Mitigation Committee chairman Zairil Khir Johari today.

The proposed amendments provide for fines of up to RM250,000.

“I found out that in Selangor, they have come up with a law that allows very stiff financial penalties. If Selangor can do it, why can’t we? Do you know what happened in Selangor? The rate of non-compliance (of ESCP) dropped. That means, more engineers and developers are aware.

“I hope to reduce non-compliance, and at the same time, reduce mud floods and pollution. I am very positive the state government will support and approve this by-law,” he told reporters, after attending an event related to a river awareness project here.

At the recent State Legislative Assembly sitting, Zairil announced that 90 busts were conducted on private and public construction sites between 2017 and October this year, with 85 per cent (or 77 project sites) found to have contravened ESCP conditions.

According to Zairil, the Penang Island City Council currently does not have the authority to issue compound notices with fines as a penalty, while the Seberang Perai City Council can only issue compounds with a maximum fine of RM250.

He added that several months ago, representatives from local authorities and the state government visited counterparts in Selangor to learn about legislation passed by the state government there to address the problem of non-compliance among developers.

Residential property sales in Penang this year to be record high since 2016

The housing market in the country is expected to be at a record high by the end of this year since 2016, a real estate agent forecasted today.

Raine & Horne International Senior Partner Michael Geh predicted that a RM71.03 billion worth of residential properties will be sold by the end of 2019.

The registered surveyor said a total 204,840 units of properties are expected to be sold for the whole of 2019.

“This will be the highest number of transactions in four years,” the Fiabci Malaysia president said.

“A majority of the transactions are in the secondary market, but we can see increases in sales in both the primary and secondary markets,” Geh said.

The primary market refers to new property launches while the secondary market refers to the resale of pre-owned properties.

He attributed the bullish residential property market this year to the housing policies introduced by Putrajaya such as the Home Ownership Campaign.

“Positive policies to spur the housing industry have been effective to move the market in the first half of the year and this trend is expected to continue for the rest of the year,” he said.

He said the reduction of threshold prices for foreign purchasers from RM1 million to RM600,000 will continue to give positive impacts to the housing market next year.

When asked about the residential property glut and overhang, Geh said this only affects projects located in less sellable locations.

“Property stocks are dependent on land economics so projects that are in a desirable location are easily sold compared to those located in inaccessible, poor connectivity areas,” he said.

Geh added that there will be overhang units if these properties are built-in undesirable locations as people would not want to buy and live in such areas.

He defined undesirable locations as places without proper infrastructure and public transport connecting it to the cities and areas that are too far from facilities and amenities.

Over in Penang, Geh also predicted that the state will record the highest total transactions in three years.

He estimated the total residential property transactions in Penang for 2019 to reach 12,956 units worth a total RM5.5 billion.

Last year, only a total 12,552 transactions valued at RM5.47 billion were recorded in Penang.

He said the increases are noted in both the primary and secondary markets.

He estimated a total of 984 transactions valued at RM480 million are expected in the primary market while a total of 11,952 transactions valued at RM5.02 billion are expected in the primary market for 2019.

“A majority of the residential property transactions in the first half of 2019, at 68 per cent or 4,112 units, are made up of properties valued at below RM400,000 while the remaining are of properties priced above RM400,000,” he said.

Only 6 per cent or 390 units of the transactions are for properties priced above RM1 million, 17 per cent or 1,023 units for properties priced between RM500,000 and RM1 million and 9 per cent or 514 units for properties priced between RM400,000 and RM500,000.

A majority of the properties transacted are two to three-storey terrace houses (18 per cent), flats (17 per cent), low-cost flats (16 per cent), condominiums and apartments (16 per cent) and single-storey terrace houses (11 per cent), he said.

“Most of the properties sold are in the Northeast district on the island (32 per cent) and this is followed by Central Seberang Perai (25 per cent), North Seberang Perai (17 per cent), South Seberang Perai (14 per cent) and Southwest district on the island (12 per cent).

Geh said Penang has a total of 3,929 units of overhang residential properties as at the first quarter of 2019 with a large number of it — 2,621 units — being condominiums and apartments.

This is followed by 364 units of two to three-storey semi-detached houses, 240 units of flats, 227 units of detached houses, 200 units of two to three-storey terrace houses, 152 units of low-cost flats, 92 units of townhouses and 33 units of single-storey semi-detached houses.

“A majority of the overhang units are on the island with 40 per cent in the Northeast district and 36 per cent in the Southwest district as at the second quarter of 2019,” he said.

The percentage of overhang units on the mainland as at the second quarter of 2019 was 16 per cent in Central Seberang Perai, four per cent in North Seberang Perai and four per cent in South Seberang Perai.

He said there was a large number of unsold units for residential properties still under construction which totalled at 9,907 units as at the first quarter of 2019.

“A majority of these are condominiums and apartments (8,956 units), to be followed by two to three-storey terrace houses (406 units), two to three-storey semi-detached houses (223 units), low cost flats (207 units), flats (79 units), detached houses (29 units) and cluster houses (7 units),” he said.

Most of these units under construction that are unsold are on the island (78 per cent) while the remaining are in Central Seberang Perai (11 per cent), South Seberang Perai (8 per cent) and North Seberang Perai (3 per cent).

Geh said the federal government’s policy to spur the residential housing market and to clear the overhang meant that the residential property market will continue to be strong next year.

Penang govt assures factory owners of fair land valuation

The Penang government will have to study very carefully to come out with a win-win situation regarding the land lease premium rates for industrial land.

Chief Minister Chow Kon Yeow said currently the state Land and Mines Department is gathering all state agencies to discuss land development in the state.

“We want to look into the issue. They have completed their first round of discussion and will be reporting back to the exco.

“Of course, one of the issues is that since we started the industrialisation about 50 years ago, the land lease for industrial plot is usually 60 years and the 60 years are going to expire in the next five, 10 or 15 years.

“So for some of the investors, they are quite concerned about the amount of premium rates that the state would charge for a new lease of 60 years.

“But don’t worry. The state government ensures a clean and straightforward process to extend land lease,” Chow told reporters after officiating the Seminar & Book Launch – ‘From Free Port to Modern Economy: Economic Development and Social Change in Penang, 1969 to 1990’ at Penang Institute in George Town today.

Chow said the state government relies solely on the valuation by the state Land and Mines Department. It is the government valuation agency that decides the value of the land and recommends the premium rates to be charged.

“So, it is a very transparent process.

“The renewal rates should be calculated based on the current market value at the time of application and not based on the original price of the land.

“We cannot compare today’s land prices with the original prices of the land. It was cheaper then because some of the land were used to be coconut plantations, but today all of these land are matured industrial zones.

“So the department will consider all of these factors,” he added.

He also said that land revenue was the state’s biggest source of revenue and would require a very detailed discussion and consideration before making any decision.

“From the land revenue we get, the state can have a sufficient source to look after the people’s welfare and to spur the development in the state,” Chow said.

Speaking about the programme, Chow said the state government was committed to ensure the legacy left by the late Tun Dr Lim Chong Eu would be continued towards the path of industrialisation and modernisation.

He said the industrialisation and modernisation in Penang would never end because there was still so much work to do.

“The thing about this so-called ‘modern economy’ is that it is never modern enough.

“There is always more catching up to do, and once you slow down, you get left behind.

“So, today my administration has to continue the work and to continue responding to the challenges of the day,” he said.

According to Chow, the state government is always grateful and values the noble contributions by the Penang second chief minister to make the state what it is today.

“I am glad to be reminded of how much innovation and strategic boldness were needed for Penang to emerge from the bad times of the late 1960s to become the Silicon Valley of the East.

“We should all pause a minute to imagine the enormous task that Tun Dr Lim Chong Eu and his team took upon themselves.

“Much depended upon them to succeed at the time. If they have not succeeded, the brain drain from Penang would have been many times worse.

“But they succeeded and with that success, Penang’s connection to the global economy and to global possibilities, are kept alive. We are where we are today because of them,” he added.

Also present were Penang Development Corporation (PDC) general manager Datuk Mohd Bazid Abd Kahar, Penang Institute executive director Datuk Dr Ooi Kee Beng and PDC first general manager Datuk Seri Chet Singh.

First draft of Transit Oriented Development (TOD) guidelines to be ready by Q1 2020

Penang State Government will establish a new guideline, Transit Oriented Development or better known as TOD in its efforts to complement and encourage housing development near Light Rapid Transit (LRT) service areas and public bus stations.

State Housing, Local Government, Town and Country Planning Committee chairman Jagdeep Singh Deo said that in line with that goal, he asked Plan Malaysia and the two local councils to draft and provide TOD guidelines for Penang.

lrt-map-1“I have directed the Penang City Council (MBPP) and Seberang Perai City Council (MBSP) to immediately prepare this draft taking into account aspects and jurisdictions of other countries that have practiced it.

“I expect both local authorities to prepare the first draft as early as the first quarter of next year (2020), so developers have time to plan for their housing project in the affected area,” he told a recent media conference here.

Also present was the Chief Minister, Y.A.B. Mr. Chow Kon Yeow, Pengkalan Kota State Assemblyman, Daniel Gooi Zi Sen and Jelutong Member of Parliament, R.S.N. Rayer.

Based on the LRT development project along the Komtar line to Bayan Lepas, there are 27 main stations of Phase 1 involving the construction of 20 stations from Komtar to Island A (Penang South Reclamation project, PSR) and Phase 2 (seven stations linking islands A, B and C).

Commenting on the new guidelines to be introduced, Jagdeep said that the State Government would give priority and incentives to developers developing housing schemes using the TOD method along those lines.

“As we all know, a total of 102,335 units of low-cost (LC), low-medium cost (LMC) and affordable (RMM) houses have been achieved so far involving various stages of preparation.

“To achieve Penang 2030 Vision, I have set a new target of 180,000 LC, LMC, RMM, with the remaining 78,000 units needed to be built by 2030.

“The development of the 78,000 units will follow this guideline based method (TOD) … we will also make major adjustments to the amount of parking allowed later in encouraging the public to use public transport while reducing vehicles and carbon footprints, thus making Penang more green, safe and sustainable, ”said Datuk Keramat assemblyman.

In addition, Jagdeep also expects public bus users by 2030 will increase to 30 percent on the island and 40 percent (Seberang).

“Based on the current ratio, the use of public buses is only four percent on the island and eight percent (Seberang).

“As such, we will try to identify more strategic locations for developing bus stations,” he said, adding that there are 1,711 bus stations throughout Penang with 404 rapid bus services on 71 routes.

GBS One Mahsuri project on schedule

The construction works of the new Global Business Services (GBS) facility in Bayan Baru – GBS@Mahsuri – are scheduled to complete in April next year (2020).

Penang Development Corporation (PDC) general manager Datuk Mohd Bazid Abd Kahar said the corporation is confident that the project could be completed on schedule.

“Despite a slow start, the development progress has picked up and is now doing very well,” he told reporters after the PDC Deepavali celebration at the PDC headquarters today.

It was reported that the construction works of the new GBS facility were scheduled to complete by the first half of next year.

The new GBS facility is located next to the PDC headquarters in Bayan Baru.

Mohd Bazid said the facility is a crucial project for PDC.

“We are trying our best to attract investors to Penang and potential investors might take the new GBS facility as a yardstick.

“We focus on attracting investments, meeting the needs of the state and benefitting the people, Penang and PDC in the long run,” he added.

Kampung Mutiara housing project to be completed in 4 years

Property development and asset management company UDA Holdings Bhd (UDA) will take four years to build a housing project, comprising low-cost, affordable and medium-cost residential units in Kampung Mutiara in Batu Ferringhi near here.

Its chief executive officer, Mohd Salem Kailany said the project, comprising 1,068 residential units, which will be built on a two-hectare site vacated by villagers, will take off this year.

He said the project entails 400 low-cost flat units, 166 affordable apartment units and 502 medium-cost apartment units.

“UDA has been one of the prime movers in resolving the resettlement of residents of Kampung Mutiara residents and the surrounding areas. At the same time we have the opportunity to develop low-cost flat units, as well as affordable and medium-cost apartment units which will be opened for sale.

“Out of the 1,068 residential units, 400 flat units will be catered for the resettlement of the residents of Kampung Mutiara, Kampung Che Ahmad, Kampung Din Bamboo and Kampung Kubur. They will offered the flat units for free.

“The eligible residents have been identified in accordance with the guidelines set by the Penang government,” he told reporters after the handing over ceremony of the keys to the Selasih Court, Tanjung Tokong, a temporary residence for 75 eligible residents of Kampung Mutiara, here today.

The event was officiated by Penang Deputy Chief Minister Datuk Ahmad Zakiyuddin Abdul Rahman.

The 75 residents (families) are part of the 400 residents who had been served with a court order to vacate the land to make way for the housing project to be built by UDA for them.

“The residents will be staying in a temporary housing that we provide for free until the housing project is completed. Once completed, they will get a more organised and comfortable 800-square-foot home in Kampung Mutiara, ” Mohd Salem said.

He said UDA hopes the move will strengthen UDA’s role as one of the Bumiputera agencies in spearheading the development of Bumiputera settlements in Penang.

“Part of the project development fund is derived from the federal government through a soft loan, while the rest from UDA own financing,” he said.

Ahmad Zakiyuddin said the Penang government was grateful for UDA’s cooperation in resolving the resettlement of Kampung Mutiara residents who had to be temporarily relocated so that the housing project could be implemented.

Kampung Mutiara Resident Committee chairman Rosman Zainol said the villagers thanked various quarters, especially UDA and the Penang government for relocating them in stages to a temporary accommodation for free.

Villager Mohd Sharif Din, 83, said he was happy to move to a temporary home as he had been squatting on the land for the past 30 years.

“When the Kampung Mutiara housing project is completed, I will move to my own home,” he said.

Su Wahab, 60, said she was indebted to UDA and the state government for providing a temporary housing for her family for free.

“After being told that I had to move out of Kampung Mutiara I was very worried as I do not know where to go. Thanks to UDA, the Selasih Court unit is very comfortable, ” she said.
