Penang International Airport expansion approved, to be completed by 2024

The state government opted for the expansion of the Penang International Airport (PIA) rather than build a new one on reclaimed land in the south as it could not afford to delay the project.

State Local Government Committee chairman Jagdeep Singh Deo said the State Planning Committee (SPC) in a meeting in March indicated that a new airport could be built on a reclaimed island off Batu Maung.

“However, current events had superseded such a suggestion, and we have to move fast to cater to the increased capacity and go ahead with the PIA expansion, ” said Jagdeep in announcing the expansion of PIA at the Implementation and Coordination Unit (ICU) of the Prime Minister’s Department office in Wisma Boustead here yesterday.

The Star had reported that the Penang Island City Council (MBPP) had given the green light to Malaysia Airport Holdings Bhd (MAHB) to go ahead with the expansion, which would increase the present passenger capacity from six million to 12 million passengers. He said MBPP had approved the planning permission for PIA’s expansion on Dec 3, adding that the project was expected to kick off in March next year.

Jagdeep said a bigger northern corridor international airport that could cater to the three northern states of Penang, Kedah and Perlis could be considered in the future.

Consultant architect AHS Architects Sdn Bhd managing director Datuk Abu Hassan Salleh, who was also present, said the expansion would increase the terminal’s gross floor area to 113,005sq m from 54,582sq m.

“The new design will have the capacity to accommodate 12 million passengers per year, while the two-way passenger peak-hour capacity will increase to 4,391 from 2,553 currently and would be able to accommodate 25 commercial aircraft.

“The Air Traffic Control Tower, Civil Aviation Authority of Malaysia, Meteorological Station, the Airport Fire Rescue Service station and aviation apron will be relocated to the new terminal with the number of parking bays to be increased to 1,800 bays from 1,218 at present, ” he said.

Abu Hassan said the estimated cost of the project, to be completed in 2024, was RM800mil, but it could be higher due to the demolishing and rebuilding of certain structures of the airport building.

“While we are looking at the gridlock and congestion as the work progresses, it could be controlled, as work on the main terminal will only be in the last phase, ” he added, when asked if the congestion would get worse during the expansion.

PIA has been bursting at its seams for some time, where it surpassed its maximum annual capacity of 6.5 million passengers middle of this year. The present PIA is the country’s oldest airport, having been built in 1935 when Penang was part of the British-ruled Straits Settlement.

It underwent a major upgrade in 1979 to accommodate Boeing 747s, then the largest planes in the world. The terminal saw two significant facelifts in 2009 and 2013.

Penang International Airport expansion project

Penang’s airport is expected to be expanded soon at a cost of between RM800 million and RM900 million.

The expansion will double the terminal’s gross floor area to 113,005 sq m from 54,582 sq m.

The new design will have the capacity to accommodate 12 million passengers per annum, from 6.5 million today, and can handle 25 commercial aircraft at any one time. The number of parking bays will also be increased to 1,800 bays from 1,218 presently.

Together with a separate proposal, Mitsui Outlet Park will be built next to the new terminal building.

Construction work to expand the Penang airport is scheduled to start in June next year and is expected to be completed by 2024.

Property sector improves on positive consumer sentiment

The overall performance of the property sector in Malaysia is deemed to have improved slightly in terms of transactions following the government’s initiatives to enable more Malaysians to buy their first house.

Malaysian Institute of Estate Agents (MIEA) chief executive officer Soma Sundram Krishnasamy said based on a technical study, the sector, which has been declining since 2012, has been on a rebound since the end of 2018.

“The signs are showing a stabilising market for the property sector where the first half (1H) of 2019 was better than 1H2018.

“With the Home Ownership Campaign (HOC) initiated by the government, we are of the view that the sector is on a recovery mode but at a slower pace,” he told Bernama.

Soma Sundram said the residential property segment has been looking good up to the first half of this year but the full-year performance will only be known in April 2020 when the National Property Information Centre (NAPIC) report is out.

Elaborating on the HOC, he said any discounts and incentives given were merely to help reduce the cost for buyers but the challenge lies in the location where the houses are built.

Most of the houses are not in strategic places, imposing additional problems to the targeted Bottom 40 (B40) income group, he said.

He said due to the unsuitable locations, most people have shied away from buying, resulting in the property overhang in the country.

According to statistics provided by Nawawi Tie Leung Property Consultants Sdn Bhd, as of the second quarter of 2019 (2Q2019), the number of overhang units in Malaysia was estimated at 52,666, including 32,810 residential units, 18,186 serviced apartment units, and 1,670 small office home office (SOHO) units.

“We strongly advise that whatever product (houses) that developers and the government want to build for the B40, there must be a market and feasibility study including on the size, public amenities and services, environment and such.

“Do it properly and do a balancing act. Don’t simply jump on the bandwagon and follow the trend of building houses for this group just for the sake of it,” said Soma Sundram.

He also said as the government is planning to withdraw the subsidy on petrol prices, it will cause more problems for the people as travel would be further and costlier, while living standards continue to increase and salaries stay stagnant.

While the industrial and factory segments are resilient and are currently sustaining, the office segment has been quite flat, he noted.

“The supply (of offices) now is not that much depending on the area. KLCC rental is expensive and so a lot of them (companies) are coming out to relocate to where rentals are lower.

“There is movement coming out from there. However, some of the ‘big’ guys — multinationals and international companies — are coming into KLCC, new buildings…taking up large spaces,” he said.

NAPIC reported that in 1H2019, the property sector recorded a 6.9% improvement in volume of transactions to 160,172 units from 149,862 units in 1H2018.

The value of transactions increased by 0.8% to RM68,301 from RM67,735 in the same period.

Soma Sundram also noted that co-working spaces are also gaining traction, especially in main cities, by the younger generation who work from home or do not rent office space.

“Co-working spaces have a growing demand as they are seen as a trend, and they seem to like this kind of place where they can sit down and have discussions and do their work comfortably,” he said.

Commenting on the drivers that would improve the property sector, he said consumers’ confidence is a key factor.

“Some people in Malaysia do have money but they are adopting a wait-and-see approach — with the general election, the government’s new policies etc. taking place.

“Now the confidence level is slowly building up again. People will come back and put money in, but they are just waiting for the right moment,” said Soma Sundram.

He noted although there has been about a 10% to 20% decline in house prices in certain locations especially in the outskirts of cities throughout the country, prices in main townships have remained unchanged.

In addition, the quality and percentage of B40 transactions have also improved since the government has been giving incentives.

“This happens because of the criteria that Bank Negara Malaysia (BNM) has put in, for example, those who want to buy a house, they must meet one-third of their net income and not one-third of their gross income.

“Malaysians now have accepted the fact that if they want to get a housing loan, they must meet the criteria, and that has helped improve the quality of applicants,” he said.

Meanwhile, PropertyGuru International (M) Sdn Bhd (PropertyGuru Malaysia) country manager Sheldon Fernandez remained neutral for the sector this year, tracking the property market index from house owners’ asking prices put up on its website and consumers’ sentiment from its surveys.

He said a year-on-year decrease of 0.9% was recorded in terms of asking price this year, which is expected to carry on in the year 2020.

However, he said it is difficult to specifically determine how the sector would perform in 2020 as it would depend on how the impact of initiatives such as the Rent-To-Own (RTO) financing scheme and a lower RM600,000 foreign property ownership threshold under the 2020 Budget would kick in.

“Market players still prefer to adopt a wait-and-see approach in H1 2020 before taking the right move in the rest of the year.

“But sentiment has remained positive as we saw potential buyers still intending to purchase properties, although actions to buy still remain slow as they still want to wait and see the market’s performance first.

“Nonetheless, with the rebound for the sector slowly taking place, we think the situation would be better in 2H2020. Hence, we maintain a neutral outlook for next year,” he said.

Penang’s coastal landscape is set to further change once the RM1bil Eastern Seafront Development (ESD) project takes off early next year with the Promenade Walk above the sea easily being the top attraction.Penang Port Commission (PPC) chairman Jeffrey Chew said the Promenade Walk along the waterfront would start from the Swettenham Pier in Esplanade up to the abandoned Tanjung City Marina.

“The estimated cost is over RM1bil. The seamless promenade walkway is expected to start in the first quarter of next year with the entire project to be completed in 2024, ” he said in an exclusive interview with The Star.

The PPC is the owner of the land parcel along the coastal stretch after the Astaka until the Rapid Penang Bus Terminal in Weld Quay.

The projects in the ESD include the expansion of the Swettenham Pier Cruise Terminal (SPCT) and the upgrading of the ground transport area (GTA), including port warehouses, a yacht club and the Tanjung City Marina.

“We are unlocking the land bank with the RM155mil SPCT expansion (set to commence in the first quarter of next year) and the warehouse development, which has been given to a private company.

“We are embarking on a cautious approach on the development of the warehouses due to their heritage value.

“George Town World Heritage Incorporated will be involved in its planning every step of the way. The development will have retail, culture and duty free elements while maintaining its original heritage value.

“The warehouses are set to be ready in 2022, ” he said.

The warehouse development is estimated to be around RM300mil.

Both the GTA and the yacht club near the PPC building, said Chew, would be developed by the Penang Port Sdn Bhd (PPSB) and would be a critical component for the SPCT after the completion of the terminal with the arrivals of quantum class ships.

The estimated development of both the areas is expected to be around RM300mil.

“The tender exercise for the project has been completed, ” said Chew.

“The biggest challenge will be developing the Tanjung City Marina land. It is actually, not easy to build a marina on the 2ha of land and 5ha of water surface due to water swelling in the area about 12m deep.

“It’s better to have a retail component to complement the warehouses with a mini marina or an urban archaeological park, ” he added.

The value of the Tanjung City Marina land, he said, was estimated to be around RM100mil and at least RM200mil would be needed to change the present facade of the area to blend in with the promenade.

“There could also be an area for water taxis to ferry people to the promenade walkway. In fact, the walkway could stretch up to the clan jetties in the future. But the jetties are on private land and any tie-up would have to wait until completion of the eastern seafront development, ” said Chew.

Locals, he said, would be given priority in the entire development as opening up the port area would give them access to see and experience the arrivals of the cruise ships.

State Local Government Committee chairman Jagdeep Singh Deo said the northern seafront development from Astaka to Swettenham Pier would begin once certain components of the Gurney Wharf project takes off.

“We welcome the eastern seafront development plans by the PPC.

“Connecting the coastline will be an important aspect of development in the future although we are facing challenges to expand the roads from Tanjung Bungah to Batu Ferringhi due to the narrow stretch, ” he said.

Jagdeep said the state government had requested RM40mil in funding from the Tourism, Arts and Culture Ministry to build eco-decks from Tanjung Bungah to Batu Ferringhi.

“The eco-decks will be the best alternative as the stretch of roads can’t be expanded and the proposal was an environmental friendly with no damage to the coastline, ” he said.

The expansion will double the terminal’s gross floor area to 113,005 sq m from 54,582 sq m.

Costing RM851mil, the 5.7km road is the second package of the three paired roads package under the RM6.3bil undersea tunnel project. Work is scheduled to begin on Oct 31.

PR1MA @ Bukit Gelugor is in final stage of planning

State Housing, Town, Country Planning and Local Government Committee chairman Jagdeep Singh Deo revealed that the two 1-Malaysian People’s Housing Projects (PR1MA) at Bukit Gelugor are in the final stage and the authorities are having further negotiations to include C-type affordable housing (RM 150,000) units.

He also said that the local council has approved PR1MA’s planning submission to demolish Kampung Kastam for the mixed development plan. Phase 1 in Lot C will feature two 46 and 44-storey buildings that offer 855 type C affordable units; There will be 66 units of shop offices in second phase.

In the first phase of Lot B, there is a 38-storey building offering another 905 type C affordable units while the second phase will offer 257 type A affordable units in a 24-storey building.

YB Jagdeep pointed out that after meeting with the Minister of Housing on June 4, 2018 and January 4, 2019, the state government asked the federal government to continue the PR1MA plan, even if the PR1MA brand is no longer used.

“PR1MA was established in 2013 to provide affordable housing to middle-income M40 groups.”

 

Several infrastructure projects in Penang to take off this year

The Penang government regards 2020 as an important year for the state as several state infrastructure projects will take off in the next 12 months.

Chief Minister Chow Kon Yeow said among the projects that will start this year are the Penang airport expansion, construction work on the redevelopment of the Swettenham Pier Cruise Terminal and package two of the Penang Transport Master Plan (PTMP).

“All these infrastructure projects are expected to start this year, and if not start work then a signing agreement and tender processes will also take place,“ he told reporters after flagging off the City Walk here yesterday.

He said these projects would spur the state economy by providing more jobs and contracts to the relevant sectors.

Chow said these infrastructure projects would also attract more investment to the state.

“What we announced last year will probably move into the construction phase this year, before jobs can be created.

“But jobs would have been created for those announced two years ago,“ he said.

Chow, who is also the state assemblyman for Padang Kota, said the state government has nothing to hide regarding the Package 2 project PTMP linking Bandar Baru Air Itam in Farlim to Tun Dr Lim Chong Eu Expressway here.

He explained that all details of the projects have been included in the environmental impact assessment (EIA) display, including the 19 affected graves at the Batu Lanchang cemetery.

“I have got nothing to hide regarding the project and it is all in the EIA display. If people do not take it out, what can we do? Only they (Gerakan) took a long time to find out,“ he said.

Chow was commenting on the claim by Gerakan that the state government was hiding the fact as it was not mentioned earlier that the project would affect 19 graves in Batu Lanchang.

Last Monday, the state government announced that several meetings were held with the United Hokkien Cemeteries Penang at Batu Lanchang to discuss the status of some more than 100-year-old graves that will be affected by the project.
